PARISH COUNCILLORS ARE SUMMONED TO ATTEND THE COUNCIL MEETING AT 7.00 PM ON WEDNESDAY 29 APRIL 2026 AT THE CORONATION HALL

7. PLANNING
7.1 260992 Westfield, North Road, Kingsland, HR6 9RZ – Single storey rear extension and conversion of garage.

7.2 260846 North Oak, North Road, Kingsland, HR6 9RX – Erection of side extension.

7.3 251383 Oakfields Farm, Kingsland, HR6 9QU – Proposed erection of an additional poultry shed with associated feed bins and hardstandings, in connection with the whole site permanently adopting the higher welfare, lower stocking density standard. For EIA SCOPING OPINION SEE 253110. Reconsultation on additional plans or documents.

7.4 260934 The Limes, North Road, Kingsland, HR6 9RU – T1 Lime pollard to approximately same location to previous pollarding. T2 Acer cut back branches overhanging the road and footpath. T3 Fir tree remove to ground level this has previously been topped and it has re grown 3 branches one of which has fallen making the tree unbalanced and the remaining 2 branches overhang neighbouringboundary and are at high risk of also snapping off. T4 Beech suffered damage when T3 branch fell, cut back damaged branches and cut back opposing branches to balance the tree, remove overhanging branches from above the garage.

7.5 260911 Land at Chapel Lane, Kingsland, HR6 9FD – T1 Ash X 2 and T2 Sycamore, fell to as near ground level as possible. Reason – neighbour’s concerns of further branch loss over road towards property opposite.

7.6 Planning Decisions/ enforcement by Herefordshire Council – update.

8. Report and recommendations from WELSH WATER WORKING GROUP

9. FOUL WATER MANHOLE by VILLAGE HALL – Update, recommendations from Welsh Water working group and agree next steps.

10. HIGHWAYS/ LENGTHSMAN SCHEME
(i) Lengthsman and drainage grants 2026-27: Review annual maintenance plan and proposed drainage work and agree way forward.
(ii) Lengthsman Coordinator Report and agree next steps.

11. FOOTPATHS
(i) Footpath Officer Report and receipts for PROW maintenance in the parish.

12. POLICE FORCE MERGERS – Consultation on proposed force mergers by the Police and Crime Commissioner.

13. WIGMORE SCHOOL – Annual sponsorship of two ‘Celebration Evening Awards’ and agree way forward.

14. ANNUAL RETURN 2025-2026 – Consider report and recommendations from HALC on requirements for Annual Governance Statement Assertion 10 and agree way forward:

• Update accessibility statement and undertake Lighthouse accessibility testing
• Appoint Data Protection Officer
• Regular training for councillors and staff
• Summary of Transparency Code requirements / compliance
• Plan for data protection policy and publication scheme
