PARISH COUNCILLORS ARE SUMMONED TO ATTEND THE COUNCIL MEETING AT 7.00 PM ON WEDNESDAY 25 MARCH 2026 AT THE VILLAGE TEAROOM

7. PLANNING
7.1 230734 Land adjacent Longmoor House, Street Lane, Shirlheath, HR6 9RG – Outline application with all matters reserved for a development of up to 4 no. dwellings. Re-consultation on additional plans and/ or documents.

7.2 260502 2 The Wardens, Kingsland, HR6 9DP – T1: Pear (x7) – reduce the crowns on all trees down to leave at approx 1m below the previous pruning points. T2: Apple (larger of the two) – re-prune the overall crown back to the secondary outer pruning points and remove 50% of the suckers from the crown. T3: Apple (smaller of the two) – re-prune the crown back to previous pruning points. T4: Filed maple – raise the crown by pruning a few smaller lower lateral branches.

7.3 260556 1 Church Green, Kingsland, HR6 9AW – Holly tree has outgrown its position in the border and complete removal is requested to be replaced with a suitable shrub to complement those already in situ.

7.4 260801 Westfield, North Road, Kingsland, HR6 9RZ – Several conifer trees to be dismantled down to a stump. Due to health and being planted in poor positions to near by boundaries and other trees.

7.5 260425 Land adjacent to Chapel Lane, Kingsland, HR6 9SG – T1 – Ash. Remove one large limb over the road back to the main stem; further limb mid-crown overhanging road, reduce in length by approximately 5 m to leave approximately 5 m. Remove dead wood over road. Reason – overhanging road; large limb extensively weighted. Recently damaged.

7.6 253426 Lawton Lea, Eardisland, HR6 9AS – Single storey extension to rear of property.

7.7 260322 Lilac Cottage, North Road, Kingsland, HR6 9RU – Removal of existing lean-to and construction of two storey extension.

7.8 260644 Honeysuckle Cottage, Shirlheath, Kingsland, HR6 9RN – Demolition of existing stable and tack room and replace with classic vehicle storage building.

7.9 Planning Decisions by Herefordshire Council – update.

8. CORONATION HALL – Review of plans for the future of the hall and agree next steps (attended by Chairman of the management committee).

9. TRAFFIC MANAGEMENT PLAN – Consider report and recommendations from the working group and agree way forward.

10. Report on use of s106 FUNDS held by Herefordshire Council for highway improvements and agree next steps.

11. FOUL WATER MANHOLE by VILLAGE HALL – Review status, action taken to date, consider raising the problem with the Consumer Council for Water and agree next steps.

12. Report and recommendations from WELSH WATER WORKING GROUP

13. PARKING – Consider option(s) for resurfacing of non-adopted/ private area in front of bungalows by St Michaels, which is currently used for parking to access village amenities, and agree way forward.

14. LENGTHSMAN 2026-27 – Appointment of new lengthsman from April 2026.

15. HIGHWAYS/ LENGTHSMAN SCHEME
(i) Lengthsman and drainage grants 2026-27: Consider whether to apply, programme of work and scope of activity.
(ii) Lengthsman Coordinator Report and agree next steps.

16. FOOTPATHS
(i) PROW grant 2026-27: Consider whether to apply, programme of work and scope of activity.
(ii) Footpath Officer Report and receipts for PROW maintenance in the parish.

17. POLICE FORCE MERGERS – Consider consultation on proposed force mergers by the Police and Crime Commissioner.

18. HALC ‘CALL TO ACTION’ – Re: Planning process in English Devolution Bill: Consider ‘Call for Action’ to ask ‘involved’ peers and local MP to support right of consultation on planning and development and agree way forward.

19. WIGMORE SCHOOL – Consider annual sponsorship of two ‘Celebration Evening Awards’ and agree way forward.

20. ANNUAL RETURN 2025-2026 – Consider report and recommendations from HALC on requirements for Annual Governance Statement Assertion 10 and agree way forward:
• .gov.uk email addresses for councillors
• Update accessibility statement and undertake Lighthouse accessibility testing
• Appoint Data Protection Officer
• Regular training for councillors and staff
• Summary of Transparency Code requirements / compliance
• Plan for data protection policy and publication scheme
